Shirley Vincent, Ph.D. is the principal and owner of Vincent Evaluation Consulting. Dr. Vincent has extensive experience in program evaluation and planning, and in applied research that informs and facilitates decision-making and policy-making processes. Her expertise includes a wide range of qualitative and quantitative social science research methodologies and advanced statistical methods.
She utilizes a collaborative approach to evaluation, working closely with project and organization teams to design and implement evaluation and planning protocols that focus on building capacity within individuals, groups and organizations. This approach combines formative, summative and developmental evaluation in an iterative, adaptive process over the duration of a project.
Outcome mapping techniques are used to build reflection and learning into program evaluation, and developmental evaluation is used to enhance innovation in complex projects. Her evaluation and planning experience includes serving as the external evaluator for a number of federally-funded grant programs focused on higher education, and providing academic program reviews and planning services for many colleges and universities.
Dr. Vincent has over a decade of experience in applied research, including leading landmark longitudinal studies of U.S. interdisciplinary environmental, sustainability, natural resources and energy higher education and research programs. This research is widely used by higher education administrators, educators, federal government agencies, researchers, policymakers and others to inform academic and research program structure and design, strategic planning and related research.
In addition to program evaluation, planning and applied research, Dr. Vincent’s experience includes higher education teaching, administration and consulting; business development and management; and clinical and university research.
